Here's a little bit of background. I've done free resume writing assistance for almost 20 years. Using what I've learned in recruiting and placement, I've worked with people at ALL levels of professional experience to help them create resumes that were more "employer friendly."
Plus, in 2 Career Services positions, I also provided training on how to write resumes, cover letters and a number of job search basics. My "success" was in empowering people to have better job search results with more effective tools.
So, I've been at this for awhile.
IMHO, I've always felt that starts with a very strong resume.
That's why I've written online columns and have a blog now dedicated to resume related issues http://jobsearchdolphin.blogspot.com/
I know there are legit "pay for service" resume writing services out there; however, I've seen far too many results that are to the contrary. People who have spent several hundred dollars on documents that were close to useless, created by "experts."
I'm in the "you can do it yourself" mode regarding resumes, so, I've been more inclined to direct folks to places like the Riley Guide:

However, I realize not everyone can do a resume on his/her own. We're not all as comfortable in such a task, and such a task can be challenging for anyone. For example, I make certain I run my resume by several people I respect to make certain I've got a document I can use. Realistically, it isn't easy to write about oneself. And some folks may need more outside help in that department.
So, where CAN you spend your money wisely in getting a resume done?
I'd certainly like to be able to direct folks around charlatans and rip off artists and point them in a better direction. Thus, any feedback, ideas or guidelines would be welcome.
And good general knowledge for any job searcher who needs that kind of assistance, yet knows not where to turn!
